During the United Nations conference on environment and development in Rio de Janeiro from 3-14 June 1992, the United Nation Framework Convention on climate change was signed by the European Community and the Member States. This convention has now been approved by the Council (Decision 94/68/EC of 2.12.1994). The ultimate objective of the Convention is to stabilize greenhouse gas concentrations in the atmosphere at levels that will prevent dangerous anthropogenic climatic interference, and to achieve this while allowing ecosystems to adapt naturally to climatic change. This must be achieved at the same time as ensuring that food production is not threatened and allowing sustainable economic development to continue. This convention commits the developing countries to limiting CO2 emissions which are not covered by the Montreal Protocol to the levels obtained in 1990 by the end of the present decade.
