The strengthening of research capacity in the countries of Central and Eastern Europe and the reorientation of research towards socio-economic needs is of prime importance to the success of the transformation of their economies. Collaborative RTD will play an important role in this context. Cooperation supported by the European Community includes research and development in the field of telematics systems for health care. A call for proposals was published in February 1994 under the programme for scientific and technological cooperation with Central and Eastern European countries (Official Journal No C 30 of 1.2.1994) closing date 2 May 1994. A number of the Community's specific RTD programmes are already open to the full participation of Central and Eastern European countries (such as environment, non-nuclear energy, nuclear fission safety, biomedicine and health, and human capital and mobility), however, others are not. The call for proposals will focus cooperative RTD effort in the areas covered by those programmes which do not, at present, permit direct cooperation. Among these, synergy will be encouraged with the programme of Advanced Informatics in Medicine (AIM), the action dealing with health care within the specific programme in the field of telematics systems in areas of general interest, 1990-1994. Communication technologies are specifically mentioned in the call, as is health (particularly the management of health care delivery). Participation is open to any natural or legal person established in a Member State of the European Union or in a Central or Eastern European country among the following: Albania, Bulgaria, Estonia, Hungary, Latvia, Lithuania, Poland, Romania, Slovakia, Slovenia, the Czech Republic. Applicants from the newly independent states of the former Soviet Union (Armenia, Azerbaijan, Belorus, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Russia, Tajikistan, Turkmenistan, Ukraine, Uzbekistan) may also receive financing from INTAS, the International Association for the promotion of cooperation with scientists from countries of the former Soviet Union, in order to participate in this call.
