By COM (91) 35, the proposal for a Council Regulation (OJ No L 38 of 10.2.82) on action by the Community relating to nature conservation (ACNAT) is amended, inter alia to include references to: The financial instrument for the environment (LIFE); the declaration of the 1990 Dublin summit on the priority of nature conservation; the Ramsar Convention (Commission Recommendation of 20 December 1974, published OJ No L 21, 28.1.75). Further: Competent non-government organizations shall be consulted regarding the operation and success of this Regulation; to be eligible for financial support, a project shall directly contribute to the conservation of biotopes defined in Article 1 (1) (a) or the species defined in Article 1 (1) (b); applications for financial support shall contain the information specified in the amended Annex; at the end of the third year, the Commission shall propose, if appropriate, a system to monitor measures for which support has been granted.
