The proposal for a Council Decision of 11 December 1990 (SEC(90) 2402) concerns the establishment of a network of high-speed trains. In the context of the 1986 Commission report (COM(86) 341), support from the European Parliament (Starita report, 109.323) and the 1989 Commission communication regarding Community railway policy (COM(89) 564): The network shall comprise new lines able to cope with speeds of 250 km/h, existing lines upgraded to 200 km/h and a number of connecting lines. Priority actions include the completion of stated key links. Technical compatibility of infrastructures, rolling stock and other equipment shall be advanced together with the increased harmonization of control and command systems plus continued research towards a unified system. A network master plan, drawn up to cover the period to 2010, is annexed to the proposal.
