Adaptation of the 1987-1991 framework programme in RTD
The proposal for a Council Decision of 1 February 1991 (COM(91) 13) adapts Decision 87/516/Euratom, EEC (OJ No L 302 of 24/10/87) concerning the framework programme of Community activities in the field of RTD (1987-1991): Progress of the legislative procedure for adoption of specific programmes under the third framework programme prompts fears of a slow-down in the Community's 1991 RTD effort. Hence Article 1 (3) is amended to permit ECU 5,193 million (previously ECU 4,533 million) of the amount allocated to specific programmes to be committed before the end of 1991. Further: Owing to developments on the energy market, it is appropriate to step up the development of energy options that are economically viable and environmentally friendly. Proposing an allocation of ECU 162 million (previously ECU 122 million) to this area (JOULE programme), it is necessary to reduce or round off appropriations in other RTD areas listed in Annex 1 of the Decision. The revised Annex is appended to the proposal.
