The European Commission has published a call for proposals concerning a study contract, the main objective of which is to analyse how national civil liability laws work in the Member States, the EFTA countries and the United States with regard to environmental damage. The study is to be based on the Commission Green Paper on remedying environmental damage (COM(93) 47 of 14.5.1993). It must include the following: The damage in question; the basis of national legislation; a comparison of the national laws of the Member States; procedures for remedying damage; access to legal action; and how far practice reflects or fails to reflect legal provisions. The study must take account of existing and proposed Community legislation in this field, and must be completed 12 months after signature of the contract. It will be conducted in close cooperation with the Commission departments concerned.
