Council Regulation (EEC) No 563/91 of 4 March 1991 institutes action by the Community for the protection of the environment in the Mediterranean region (MEDSPA). Action shall cover the entire region, both inside the Community and outside it, together with territories of Spain and Portugal south of the river Tagus. Objectives are: To intensify efforts to protect and improve the environment and increase the effectiveness of Community environmental policy; to make the environmental dimension a more integral part of actions related to other Community policies; to increase cooperation and coordination via integration of Community action and national, regional and international operations; to encourage appropriate technology transfer. The initial phase of five years commences 9 March 1991 and the appropriation estimated as necessary for the first two years is ECU 25 million.
