The proposal for a Council Decision (COM(90) 686) submitted on 21 December 1990 concerns the setting up of a programme of options specific to the remote and insular nature of the Canary Islands (POSEICAN). The islands suffer from a structural lack of development aggravated by remoteness, isolation, small size, difficult terrain and climate. These constraints must be taken into account in the application of common policy, particularly in fragile areas such as transport, taxation, the social sector, research and technological development, the environment. Other considerations include local market needs, production and traditional trade flows, customs tariffs, agricultural policy (growth of tropical products in particular) and support of domestic production for local consumption, and certain flanking measures required to apply the common fisheries policy to the islands. Legal acts implementing measures set out in the programme will be adopted before 31 December 1992.
