The Committee of the Regions wishes to recruit a Secretary-General. The Rules of Procedure of the Committee of the Regions stipulate that the Secretary-General will direct the Committee's Secretariat General at the highest executive level and will carry out his/her duties under the authority of the President. The duties of the Secretary-General are as follows: - The Secretary-General will implement decisions taken by the bureau of the President under the Rules of Procedure of the Committee of the Regions; - He/she will exercise the powers vested in the Appointing Authority by the Staff Regulations of Officials of the European Communities in keeping with the Rules of Procedure; - He/she will draw up the preliminary draft estimates of the Committee's revenue and expenditure, in accordance with the Rules of Procedure; - He/she will implement the Committee of the Region's budget in accordance with the authority vested in him/her for this purpose by the Committee President. The Secretary-General must possess the following qualifications: - A university degree in law or economics; - A thorough knowledge of several Community languages; - A thorough knowledge of the operation of local and regional authorities in several Member States; - Familiarity with Member States' administrative organization; - Familiarity with the organization and working methods of the European Communities; - Ability to organize the activities of the Secretariat General and to manage its staff.
