Aircraft noise and emissions
The European Commission has published an open call for tender regarding aircraft noise and emissions. The Directorate-General for the Environment, Nuclear Safety and Civil Protection (DG XI/B-3) is to award one service and two research contracts, all aircraft-related but specifically concerned with aircraft noise and emissions. The service contract concerns helping DG XI/B-3 to define and present a Community position to be taken at the next meeting of the International Civil Aviation Organization (ICAO) with the Committee for the Protection of the Aerial Environment (CAEP 3) in December 1995. The research contracts concern the following: - Financial estimate of the cost of proposals for Directives on aircraft noise and emissions; study of the cost/advantage of lowering noise standards for subsonic aircraft, and assistance to the Committee for the Protection of the Aerial Environment (CAEP WG4); - Study of gaseous aircraft emissions in the atmosphere as part of DG XII's Aeronox programme; list of the emissions produced by all existing aircraft (scheduled, cargo and charter) in Europe, the CIS and China. Tenderers may apply for all three contracts, but separate tenders are to be submitted. The contract will be awarded on the following criteria: cost, technical experience of the specific areas, familiarity with the joint work of the Commission and the various aeronautical committees, and flexibility.
