The Council of Ministers held a meeting on the budget on 25 July 1994 in Brussels. The meeting was presided by Mr. Franz-Christoph Zeitler, German Secretary of State for Finance. The Council agreed on the adoption by the Committee on the European Economic Area of two proposals for Decisions amending Protocol 31 of the EEA Cooperation Agreement. The proposals concern: - The Fourth Framework Programme of European Community activities in the field of research, technological development and demonstration (1994-98); - The European Environment Agency. The first proposal aims to include the Fourth Framework Programme in the present cooperation activities in the field of technological research and development between the EU and EFTA/EEA member countries. The EFTA/EEA member countries will be fully involved in the implementation of the framework programme by means of its specific programmes, which should be adopted by the Council later this year. The terms and conditions of this cooperation will be the same as those adopted under the Third Framework Programme. The second proposal will allow the EFTA/EEA member countries to participate in the European Environment Agency and in the European Information and Observation Network for the Environment, created by Council Regulation (EEC) No 1210/90. EFTA/EEA member countries will participate fully in the Administration Council of the Agency, although they will not enjoy the right to vote. This issue will be re-examined at the end of 1994.
