On 7-8 July 1994 the European Commission held a meeting in Bratislava to discuss future scientific and technological cooperation with the countries of Central and Eastern Europe. The Commission asked each of the participating countries to identify its priority areas of action for future cooperation under the Community's Fourth Framework Programme.

Bulgaria proposed the following priorities:

- New materials;
- Biotechnology and food technology;
- Research on effective utilization of energy;
- Chemistry;
- Information and communications technologies;
- Socio-economic studies: The transition to a market economy and civil society;
- Agricultural sciences;
- Environment;
- Medicine: Prevention of diseases of great social impact in Bulgaria.
