The Advisory Forum of the European Training Foundation met on 24 October 1994 in Brussels. The role of the Forum is to deliver opinions to the Governing Board concerning the annual work programme of the European Training Foundation. It is composed of experts from the Member States and from the eligible countries, experts from the social partners at European level, and relevant international organizations. During the Forum, the following issues were discussed: - Development of the Foundation and its work programme in general; - The "Observatoire" work programme; - The vocational education and training work programme (with particular reference to the PHARE and TACIS programmes); - The management training work programme; - The TEMPUS programme; - The functioning of the Advisory Forum; - Internal rules. In order to best take advantage of the know-how of the members of the Forum, it was decided to establish four subgroups as part of the preparation for the next meeting in summer 1995. The subgroups are as follows: - Governance and management of the education system in a decentralized structure with special reference to vocational and educational training; - The role of the private sector in vocational and educational training; - Standards in vocational and educational training; - Strategies for continuing education, retraining of the labour force, and staff development in public administrations and in enterprises.
