A Resolution of the European Parliament of 19 February 1991 on "A Community strategy on waste management", welcomes the Commission's Communication on the same subject (SEC(89) 934). Parliament considers, inter alia, that the safe and environmentally acceptable final disposal of waste is essential and that controls over waste movement will remain a feature of Community policy. Clear targets for waste reduction and for levels of recycling and re-use should be set and specific action taken both at Community and Member State level. Parliament calls on Member States to draw up national and regional plans for waste management which are in compliance with the principles and requirements of EEC Directives. Further considerations include: compilation and maintenance of data on waste; waste prevention; recycling and re-use; movement of waste; treatment; waste disposal; the implementation of legislation (the establishment by the Commission of a European Centre for Advice on Waste Management and a European Waste Management Inspectorate).
