The European Commission has published a call for tenders for a framework contract on GMES initial operations: emergency mapping validation service. The Global Monitoring for Environment and Security (GMES) is the European Programme for the establishment of a European capacity for Earth observation. When operational, policymakers and public authorities will be able to use information produced by GMES to for initiatives related to climate change and critical decisions that need to be made quickly during emergencies. The core character of the GIO-EMS service lies in the provision of timely and accurate information derived from satellite imaging sensor data in all phases of the emergency management cycle. The information generated by the service can be used as supplied by the contractor (e.g. as digital or printed map outputs) or further combined with other data sources (e.g. as digital feature sets in a geographic information system (GIS)) to support analysis and decision-making processes of emergency managers. The implementation of the GIO-EMS service foresees 3 different modules: - mapping in rush mode, dealing with the on-demand and fast provision of geospatial information in support to emergency management activities immediately following an emergency event; - mapping in non-rush mode, concerning the on-demand provision of geospatial information in support to emergency management activities during the phases of the emergency management cycle which are not related to the immediate response; - validation, ensuring the on-demand verification of a sample of service outputs produced by the rush mode or non-rush mode services, and includes external quality control.To see the official call announcement, please consult: OJ No S 122 of 28 June 2012(opens in new window)
