On 6 May 1991 the Commission submitted a Recommendation for a Council Decision on the conclusion of a Protocol on financial and technical cooperation between the European Economic Community and the above-named countries (SEC(91) 814). For a period expiring on 31 October 1996, the Protocol provides for a Community commitment of ECU 1,640 million in the form of loans from the European Investment Bank (EIB) and grants and contributions to risk capital formation from the Community's budgetary resources. The total amount shall be used primarily for the financing or part-financing of cooperation projects or operations in agriculture, industry, science and technology, trade, environment and training. The text of the Protocol is attached to the draft Recommendation.
