The European Commission, DG XII, published on 15 December 1994 a call for proposals for the specific programme of research and technological development in the field of human capital and mobility (activity 1: institutional fellowships), under the Third Framework Programme, addressed to researchers. Following the Decisions of the Council concerning the Third Community Framework Programme of research and technological development (1990-1994) and the specific programme in the field of human capital and mobility, the Commission of the European Communities invited proposals for research and technological development projects, including projects within the Community system of research fellowships. Following this call for proposals, addressed to organizations wishing to receive fellows, two selection rounds were organized. Since additional funds became available after the second selection, the Commission decided on 14 December 1994 to approve for funding the projects of the 25 institutes classified in the list below (see the TXT field of this news item). The complete list (see OJ No C 357 of 15 December 1994) also gives the names of all the institutes which were selected in the previous two selection rounds. More information can be obtained from the Commission services. Each of these institutes now has available a number of places for young researchers to take part in research projects. By means of this continuous call, which remains open, the Commission invites young interested scientists to apply directly to the institutes concerned. Applications from young scientists are normally accepted only at post-doctoral level within the meaning of Annex I, item I, of the Council Decision on the Human Capital and Mobility programme. From among the applications received, the institutes themselves will pre-select their potential fellows. Institutes that have not been able to fill their vacancies by 15 March 1995 can submit applications for fellows to the Commission at further selection rounds. These will be carried out at regular intervals. The institutes cited on the list which were selected prior to the 25 mentioned above can also present applications for fellows to the Commission by 15 March 1995 and can participate in subsequent selection rounds.
