The European Commission, DG XVII, has published a call for tender for an evaluation of the energy cooperation activities of the SYNERGY programme during 1991-1994. SYNERGY is a specific programme for the promotion of cooperation between the EU and third countries in the field of energy policy definition and of its implementation. The SYNERGY programme has at present an annual budget of ECU 8 million. In 1994, Central and Eastern Europe and the former Soviet Union absorbed half of the budget available. Projects were also carried out in non-Community Mediterranean, Asian and Latin American countries. An independent evaluation of the programme covering the budgetary period from 1991 to 1994 and also taking into account the ongoing 1995 programme is foreseen. An evaluation of the programme of cooperation and of its training component was carried out in 1991. The aim of this evaluation is to analyse the contents and the objectives of the programme in order to determine up to what point these objectives are suitable in the context of the energy policy and have been achieved. In addition, the evaluation will have to establish the relation which exists between the means available and the results obtained. The current and potential complementarity of the programme with other existing instruments inside and outside the European Commission will also need to be examined. The results obtained will be used for possible improvement in the future implementation of the programme.
