The European Commission, DG XII, has published the work programme for the Training and Mobility of Researchers (TMR) programme. The TMR programme is a key element of the Fourth Framework Programme for research and technological development and demonstration, 1994-1998, which sets the Community's research goals over the coming years. The Council Decision establishing the objectives and implementation of the TMR programme was taken on 15 December 1994. Under this Decision, the Commission has drawn up a work programme, specifying, in detail, how the programme is to be implemented. This was adopted by the Commission on 21 December 1994 in consultation with the TMR Programme Committee, which includes national representatives. The TMR programme was officially launched on 17 January 1995 with the publication of a call for proposals in the Official Journal of the European Communities. An advance notice of the call was published on 15 December 1994. The central aim of the TMR programme is to develop human resources in science and technology by means of training through research and to improve their utilization through transnational mobility and cooperation. This is to be achieved through four activities: promoting research networks on a European scale; providing access to Europe's large-scale scientific facilities; awarding research training grants; and supporting conferences and advanced training courses.
