Council Recommendation 91/288/EEC of 3 June 1991, on the coordinated introduction of Digital European Cordless Telecommunications (DECT) into the Community (cf. Commission proposal COM(90) 139 of 12 June 1990), puts forward inter alia the recommendation that Member States and/or the telecommunications organizations, as appropriate, create the conditions for the coordinated introduction into the Community of DECT according to detailed technical requirements described in the Annex to the Recommendation. These cover: general requirements; choice of transmission system; network architecture; DECT specification and implementation; system features; tariff considerations. The Commission shall take appropriate initiatives, within the application of existing Directives, to encourage the completion of the specifications and the introduction and exploitation of DECT technology.
