The Council decided on 11 February 1991 to consult the Economic and Social Committee on the Commission's proposal for a Council Decision on the LORAN-C radionavigational system (COM(91) 1, Official Journal No 53 of 28.2.1991). On 24 April 1991 (286th plenary session) the ESC unanimously adopted an Opinion, welcoming the aims of maximum safety and protection of the marine environment. The Committee thinks it essential for LORAN-C development that the Community bodies are involved in coordinating initiatives and in encouraging broader participation of the Member States at European level. It is important to achieve a balanced distribution of the costs between the various users and governments. The Committee thinks it a priority to solve problems arising in the Eastern Mediterranean from the closure of the station at Kargaburun in Turkey. Community coordination efforts intended to ensure the development of a compatible system for the largest possible number of European States, are fully supported.
