A Commission communication concerns the medium-term guidelines for ECSC programmes of technical steel research and of steel pilot/demonstration projects (Official Journal No C 252 of 6.10.1990) with a view to applying the USA- ECSC/EEC consensus on steel. Financial support to be granted by the Commission for research and/or pilot/demonstration projects under the ECSC programme of technical steel research must comply with the provisions of the consensus between the USA and the European Coal and Steel Community concerning steel trade (OJ No L 368 of 18.12.1989). This Agreement will remain in force until 31 March 1992. The communication sets out the main provisions of the Agreement, which include: Intensity of financial support (not exceeding 35% of eligible project costs for basic industrial research and 25% for applied R&D); definitions of basic industrial research, applied R&D and fundamental research); eligible costs (reimbursable costs related to amortizable expenditure, personnel costs, operating costs, overheads).
