The European Commission, DG XV, proposes to finance a study which analyses the effectiveness of measures taken to complete the internal market and their impact on the performance of operators and consumers within the market for telecommunications equipment (NACE 344). The study forms part of a broader package of studies designed to measure the consequences of internal market integration for various markets, activities, and economic mechanisms. Submission of tenders for one study does not preclude tenderers from competing for related tenders. The study will analyse the effectiveness and impact of measures taken to complete the internal market on both suppliers and consumers/end-users within the market for telecommunications equipment, culminating in the publication of a report and executive summary for each study. In order to ensure complete treatment of all issues identified in the tender specifications in accordance with a single methodology, tenderers are not allowed to submit tenders relating to part of the work. The tender specifications provide a detailed description of the structure and content which is required of the study, and incorporates any market-specific considerations which must be reflected in the analysis.
