Environmental protection of coastal zones and waters (NORSPA)
An initial debate has taken place within the Council on the subject of the Commission's proposal for a Council Regulation (COM (90) 498 of 9.1.1991) concerning specific action to protect the environment of the coastal areas and coastal waters of the Irish Sea, North Sea, Baltic Sea and north-east Atlantic Ocean (NORSPA). A similar action is already underway for the protection of the Mediterranean region (MEDSPA). The Council has instructed the Committee of Permanent Representatives (COREPER) to examine the proposal, taking into consideration the Opinion of the European Parliament as soon as this becomes available.
