The European Commission, DG XI, has published an invitation for the submission of applications for the promotion of representative European organizations active in the environmental field. The call for proposals refers to the second indent of the comment on the 1995 budget (under Article B4-306), which indicates that this appropriation is intended to cover: - The financing of general measures to educate and increase awareness of environmental problems and animal protection; - The promotion of representative European organizations active in the environmental field and in animal protection whose activities cover all or some of the Member States, the countries of Central and Eastern Europe or the Mediterranean countries. The call for proposals refers solely to the second indent. The aim of the call is to provide financial support towards the operating costs of the associations concerned, inclusive of specific actions foreseen within the framework of the annual work programme. Apart from the foregoing considerations, the allocation of funds must be consistent and in keeping with the priorities set out in the European Union's Fifth Programme of Policy and Action in relation to the Environment and Sustainable Development (OJ No C 138 of 17.5.1993). This approach will serve as a constant guideline in any examination of requests for grants. In order to be eligible for selection, applications for co-financing should: - Generate a multiplier effect on a European scale, and more particularly within the Union; - Reflect the broad geographical coverage of the association; - Be able to encourage dialogue and cooperation between the partners concerned by the fifth programme, such as NGOs, SMEs, local and regional authorities, etc., to bring about a lasting change in their behaviour patterns; - Be able to demonstrate the representativeness of the association; - Provide proof of their ability to encourage a multisectoral approach to the environment; - Give evidence of a high standard of cooperation and dialogue between the association and its members based on regular exchanges of information; - Demonstrate their desire and ability to promote cooperation between member associations with a view to carrying out joint education and environmental awareness campaigns at the European level; - Be able to explain the financial feasibility of the annual programme of activities by providing a realistic, reasonable and balanced budget.
