The Centre for Earth Observation (CEO) of the Joint Research Centre has published an invitation to tender for three individual studies on the concept of the CEO and how it relates to three identified constituencies.

The CEO project of the European Commission aims to enhance the exchange of information and data between earth observation (EO) data and service providers and users. The project is currently in its pathfinder phase and plans to submit a design concept for the CEO by the end of 1995.

In order to get to this concept, the JRC is undertaking work concerning the user requirements and is analysing existing infrastructure. This work is supported by a number of studies including practical "proof-of-concept" activities. Out of the findings of these activities, the CEO concept will be derived by the CEO team of the Commission.

In order to benefit from the thinking of independent experts and to incorporate the best ideas in the field in Europe, three individual studies are required to propose independent designs for the CEO on the strength of the documentation collected during the pathfinder phase. These designs will reflect the ideas and concerns of the following three specialized groups:

- SMEs involved in earth observation value added services and applications;
- Non-profit university institutes, research laboratories and governmental agencies interested in earth observation research and applications;
- Companies and entities with experience in earth observation data and information management, electronic services and ground segment systems engineering.
