Europe against AIDS: Plan of action (1991-1993)
A Decision of the Council and the Ministers for Health of the Member States meeting within the Council (91/317/EEC of 4.6.1991) adopts a plan of action in the framework of the 1991-1993 "Europe against AIDS" programme (cf. COM(90) 601 and COM(91) 207). Ten actions are included in the plan, as follows: Assessment of the knowledge, attitudes and behaviour of the general public and target groups; informing and increasing the awareness of the public and certain target groups; health education for young people; prevention of HIV transmission; social support, counselling and medical treatment; estimating the cost of managing HIV infection; gathering data on HIV/AIDS; enhancement of human resources; measures to combat discrimination against HIV-infected persons and persons close to them; research and international cooperation.The Commission shall implement the plan in close cooperation with competent authorities of the Member States The Community contribution deemed necessary for 1991-1992 is set at ECU 6 million.
