The European Council has published its Decision of 15 December 1994 on the provisional application of the Energy Charter Treaty by the European Community. The Decision seeks to promote conditions for cooperation between Western and Eastern energy organizations, in order to bring about a cycle of economic activity which will act as a catalyst for economic recovery in Eastern Europe and the former Soviet Union. Its aim is the progressive liberalization of international trade and investment, the avoidance of discrimination and the alleviation of market distortions and barriers to competition. The Treaty is also intended to remove technical, administrative and other barriers to trade in energy materials and products and related equipment, technologies and services. The Final Act contains the following annexes: - Annex 1: The Energy Charter Treaty; - Annex 2: Decision with respect to the Energy Charter Treaty; - Annex 3: Energy Charter Protocol on energy efficient and related environmental aspects.
