European Year of safety, hygiene and health at work: Action programme
An amended proposal for a Council Decision on a programme of action for the European Year of safety, hygiene and health at work (COM(91) 204) was submitted to the Council on 12 June 1991 amending the earlier proposal of the same title (COM(90) 450, Official Journal No C 293 of 23.11.1990). The original text and amendments are set out in full, the latter incorporating, inter alia, reference to: The need to maximize awareness in relation to substantial European Communities legislation to be adopted in this area; the appropriation for the period 1991-93 is estimated at ECU 20 million; it will be necessary to direct resources towards priority target groups and areas of activity (those least aware of and/or least adequately prepared to cope with the body of legislation); information for SMEs should take the form of clear, explicit fact files setting out the rights and responsibilities of employers and workers. Further amendments emphasize the importance of coordinating activities, seminars, colloquia and use of the mass media.
