A Decision of the Council and of the Representatives of the Governments of the Member States, meeting within the Council (8 July 1991), adopts a Resolution concerning mutual assistance between Member States in cases of natural or technological disaster. At the request of a Member State having suffered on its territory a disaster causing or likely to cause grave danger to persons, to goods or to the environment, of a nature such that an effective remedy is clearly beyond the emergency assistance potential available to the Member State, other Member States shall provide such assistance as they consider within their capability. This shall include the rapid deployment of rescue and aid teams equipped to act autonomously (for at least 48 hours) at the scene of the disaster.
