The European Commission, DG XIII, has published an invitation to tender for the completion of a study entitled "Public policy issues arising from telecommunications and audiovisual convergence" The aim of the study is to assist the Commission in understanding the public policy issues arising from the convergence of telecommunications and broadcasting. It will provide input to policy formulation for promoting the harmonious development of an appropriate environment for new services and infrastructural arrangements in the context of this convergence. The tasks to be undertaken in the study include: - An in-depth survey of the current industry structures in Europe and their future evolution, particularly how the value chain functions from content origination through distribution and delivery to the consumer; - The identification of barriers - especially regulatory and structural barriers - to the accelerated development of new information society infrastructures and services in the context of telecommunications and broadcasting convergence; - Suggesting outline policies for the removal of the aforementioned barriers and their replacement by an environment conducive to promoting the rapid development of new services and infrastructural arrangements arising from this convergence.
