The Economic and Social Committee has published its opinion on the Commission communication and proposal for a European Parliament and Council Decision on health promotion, information, education and training within the framework for an action programme in the field of public health (OJ No C 252 of 9.9.1994). The action programme will be adopted for a five-year period, from 1 January 1995 to 31 December 1999. The ESC commented on the following areas: - Health information: The Committee is in favour of direct promotion by the Commission of networks that can act as reference frameworks and as centres for the dissemination of practical experience on health matters. - Health education: The Committee supports the Commission position for the need to devote special attention to health promotion and education. - Vocational training in public health and heath promotion: The Committee would like to see an adequate funded student/staff exchange policy, coordinated with research carried out in the Fourth Framework Programme for research and technological development and demonstration (1994-1998), with particular reference to the specific programmes dealing with information technologies and biomedicine and health. The Committee feels that the average figure of ECU 7 million is inadequate funding for such a programme. It also asks the Commission to identify all possible synergies with other programmes and to establish links wherever possible with research funded under the Fourth Framework Programme.
