The Council submitted on 4 June 1991 an amended proposal for a Council Directive coordinating the laws, regulations and administrative procedures relating to the application of Community rules on the procurement procedures of entities operating in the water, energy, transport and telecommunications sectors (COM(91) 158). The opening of markets in the utilities sector requires an assurance that the rules on the award of contracts, as set out in the "Utilities" Directive (90/531/EEC, Official Journal No L 297 of 29.10.1990) adopted by the Council in September 1990, will be applied by the entities concerned and that effective remedies will be available if they are not respected. Such is the intent of the proposal.
