A proposal for a Council Directive amending Directive 90/531/EEC ("Utilities" Directive) on the procurement procedures of entities operating in the water, energy, transport and telecommunications sectors was submitted by the Commission on 27 September 1991 (COM(91) 347). Aiming to open up the procurement market in services in line with the action programme and timetable detailed in the White Paper on the completion of the internal market, and noting that the awarding procedures for service contracts should be as similar as possible to the procedures applicable to the works and supply contracts covered by the above Directive, the proposal sets out amendments with the intention of incorporating rules on service contracts into that Directive. Members States shall be required to adopt the measures necessary to comply with the Directive by 1 January 1993, with the exception of Spain (1 January 1996), Greece (1 January 1998) and Portugal (1 January 1998).
