Meeting on 25-26 June 1991 the Council approved the Commission proposal for a second phase of the "Youth for Europe" programme (COM(90) 470, amended by COM(91) 216). Formal adoption of the new phase will take place as soon as the text of the Decision has been finalized. The programme comprises a range of incentive measures aimed at young people (normally 15-25 years of age) as well as youth organizations and workers, public authorities and other organizations. Project-centred exchanges and encounters will have a minimum duration of one week in a Member State and shall aid young people to develop skills for adult and working life with a better understanding of the Community. The estimated budget appropriation for the entire duration of the second phase (1 January 1992 to 31 December 1994) is ECU 25 million.
