The European Commission, DG XXIII, has published a call for expressions of interest to tender for the implementation of a value-added network. The call is launched within the framework of the work programme for SMEs, under which the Commission has set up a network of organizations across the EU with the aim of supplying Community information to SMEs and of promoting cooperation between them. DG XXIII has established a number of networks, for instance the Euro Info Centres (EICs), the Business Cooperation Network (BC-NET) and the Building Research Establishment (BRE). Since 1992, DG XXIII, as well as members of these different networks, has been linked by a value-added telecommunications network comprising the following services: - Electronic mail system; - Thematic conferences; - Data-file transfers for specific uses; - Access to different databases. At present there are approximately 400 members connected to the value-added network service (VANS). They are spread throughout the area of the EU, as well as certain third world countries, Central and Eastern Europe, and Mediterranean countries. The VANS project is reaching its conclusion and DG XXIII wishes to pursue its development. This first experience has made it possible to create an important telematic culture within the networks of the Directorate-General. The DG wishes to pursue the development of the project enhancing the acquired knowledge from the first three years. The contract will consist of the putting into operation of a value-added network and services allowing connection of project members of DG XXIII. The aim of this notice is to receive expressions of interest from tenderers capable of offering such a service. The service provider likely to be awarded the contract must be able to supply a telecommunications network comprising the services indicated above, manage the necessary installations with the network members and supply training and support in at least all member countries.
