The European Commission, DG XIII, has published an open call for proposals for a study entitled "Issues related to fair and equal access and the provision of harmonized offerings for interconnection to public telecommunications networks and services in the context of Open Network Provision (ONP)". The aim of the study is to analyse in depth two aspects of the interconnection to public telecommunications networks and services in a competitive environment: - The right to fair and equal access; - The provision of harmonized offerings. In the area of fair and equal access, the purpose of the study is to give a comprehensive background of the aspects involved from the competitors' and thus the end-users' perspectives, and to provide recommendations on the way equal access should be implemented in order to achieve fair competition and harmonization in the European Union. Issues such as the non-discriminatory provision of facilities, numbering arrangements and portability, access to directory and emergency services, facility sharing and collocation, and access to special resources should be covered. With regard to harmonized interconnect offerings, the study should review interconnection arrangements in existing liberalized telecommunications markets and make proposals for moving towards harmonized interconnect offerings in Europe. Aspects to be covered include the identification of standard points of interconnection, unbundling sets of interconnection services, interface standardization, supply and usage conditions, and tariff structures.
