The European Commission, DG XXI, has published an invitation to tender relating to the Customs and Indirect Taxation sector of the IDA programme (Interchange of Data between Administrations). The tender concerns in particular the EBTI project. The EBTI (European Binding Tariff Information) system is a Commission database with all classification decisions in the customs nomenclature taken by the Member State administrations in response to traders' requests. This system should be extended and completed by an additional subsystem to provide any interested party with full information to allow a correct classification of goods in the customs nomenclature of the Common Customs Tariff. A feasibility study for a classification system has been completed and a staged development of the proposed solution will be undertaken to allow the Member State administrations to prepare the integration in the national architecture. The objectives of the project are: - To collect general interpretative rules of combined nomenclature (CN) with explanatory notes, CN chapter 84 and 85 with associated explanatory notes from CN and HS, law tables from the EBTI system, alphabetical index coming from the CN 8 system, European Court of Justice rulings for the chapters concerned; to analyse their format and contents and define data structure in user database; - To develop a prototype facility allowing preparation of data for distribution to Member States and use of that prototype for the data collected; - To specify the user database server and text retrieval, develop it and load it with prepared data; - To develop a prototype user interface to allow access to the data stored in the user database.
