A Council Decision of 26 June 1991 (91/314/EEC), taking effect on 1 July 1991, sets up a programme of options specific to the remote and insular nature of the Canary Islands (POSEICAN). This multisectoral programme involves legislative measures and financial commitments to take into account the special constraints on the Canary Islands (insular nature, remoteness, small size, difficult terrain and climate) in the application of common policies. Inter alia, measures will concern agriculture, imports and exports, transport, taxation, social matters, RTD (without prejudice to the Community Framework Programme on this topic) and protection of the environment. Implementation of the measures and operations set out in the programme will in principle be carried out before 31 December 1992, through the adoption either by the Council or the Commission, as appropriate, of the necessary legal acts.
