Support for Eurostat DSIS and SERT work programmes

The European Commission's Statistical Office, Eurostat, has published a call for proposals for two programmes conducted within the IDA Programme (Interchange of Data between Administrations), as follows: - DSIS (Distributed Statistical Information Services) programme; - SERT (Business Statistics and Telematics Network) programme. The Commission has produced, with the statistical services of the Member States, a framework, entitled DSIS (Distributed Statistical Information Services), for the coordinated development of statistical information services based on the use of trans-European telematics networks. The aim is to improve the efficiency and cost effectiveness of the European statistical system, in particular in the activities of data collection, processing and dissemination of statistical information. In addition the Commission has developed the SERT initiative, which provides a framework for various coordinated actions relating to the development of automated techniques for statistical data collection and dissemination, integrated in the business information systems of European economic operators. The DSIS and SERT frameworks have developed work programmes which the Commission now wishes to execute. Part of the current work programmes for the next three years are defined in the following lots, which may be composed of several sub-lots: - Lot 1: DSIS Programme Office: Prepare the annual work programme; report on progress of DSIS activities; coordinate awareness and feedback actions; produce promotional materials; - Lot 2: Increased access to DSIS information resources: Identify, pilot, evaluate and make recommendations on ways of making available information on DSIS resources to DSIS organizations (e.g. national statistical institutes and other organizations participating in DSIS) and end-users. This will include "Who's Who", information sheets, applications, documents and multimedia resources: . Sub-lot 2.1: Configuration of access to a DSIS information resource centre; . Sub-lot 2.2: Trials of access via information service providers; - Lot 3: Options for improving the exchange of statistical data in additional statistical domains: Recommend a strategy for improving the exchange of statistical data between DSIS organizations in the statistical domains of population and migration, and labour force survey: . Sub-lot 3.1: Coordination, administration, technical support and awareness; . Sub-lot 3.2: Population and migration statistics; . Sub-lot 3.3: Labour force survey; - Lot 4: Metadata and the European Reference Environment. Extend the use of DSIS metadata and European Reference Environment to additional statistical sectors and DSIS organizations; evaluate tools to simplify end-user access; evaluate toolsets to support the maintenance of data; recommend targets for use of DSIS metadata and the European Reference Environment: . Sub-lot 4.1: Planning, coordination, awareness, and support to the metadata task force; . Sub-lot 4.2: Study on the management of internationally used classifications; . Sub-lot 4.3: Implementation of metadata service; . Sub-lot 4.4: Security of statistical data in the European Reference Environment; . Sub-lot 4.5: Establishment of multilingual rules; . Sub-lot 4.6: Access to reference data; . Sub-lot 4.7: Technical support to DSIS organizations; . Sub-lot 4.8: Implement tools to support access to the Eurostat Reference Environment; - Lot 5: Dissemination environment - Information highway and multimedia: Conduct trials to identify the benefits, constraints and architectural implications of using the information highway and multimedia techniques for the dissemination of statistical information, and to recommend plans for exploitation of the technologies explored: . Sub-lot 5.1: Identify and evaluate solutions for dissemination media; . Sub-lot 5.2: Evaluate distributed information desks; - Lot 6: Support the introduction of electronic transfer of statistical data: Support DSIS organizations in the introduction of electronic communications for the transfer (collection and dissemination) of statistical data and make recommendations for improvements which exploit the telecommunications networks, and prepare the migration toward EDI; - Lot 7: Exchange of aggregated statistics using EDI: Extend the pilots, evaluate, and make recommendations on further use and exploitation of EDI to support the exchange of aggregated statistical data: . Sub-lot 7.1: Coordination, administration, technical support and awareness; . Sub-lot 7.2: Between national statistical administrations and Eurostat; . Sub-lot 7.3: Insurance statistics; . Sub-lot 7.4: Environmental statistics; . Sub-lot 7.5: Agriculture statistics - forestry; . Sub-lot 7.6: Agriculture statistics - Eurofarm; . Sub-lot 7.7: Between DSIS organizations and non-DSIS organizations; - Lot 8: Exchange of raw-data using EDI: Pilot, evaluate and encourage the use of EDI for the exchange of raw data between relevant economic operators or third parties. Competent national administrations and DSIS organizations: . Sub-lot 8.1: Coordination, administration, technical support and awareness; . Sub-lot 8.2: Transport statistics; . Sub-lot 8.3: Balance of payment statistics; - Lot 9: SERT work programme: Study on the linking between administrative concepts and enterprise concepts; integration of questionnaires into administrative procedures; experimentation of raw-data transmission in several European countries and awareness initiatives and support activities: . Sub-lot 9.1: Coordination, administration, technical support and awareness; . Sub-lot 9.2: Studies; . Sub-lot 9.3: Pilot operations.
