The Council has published its common position of 31 March 1995 on a proposed Council Regulation laying down general rules for the granting of Community financial aid in the field of trans-European networks (TENs). The proposed Regulation lays down the general rules for granting Community aid for TENs in the transport, telecommunications and energy sectors. In particular, it sets out: - The conditions for eligibility for Community aid; - The different forms of aid; - The project selection criteria; - The procedures for applying for and granting financial aid; - The provisions regarding control, evaluation and information. The Council accepted a large number of the amendments requested by Parliament, in particular concerning: - The eligibility of projects financed by enterprises which run services in the public interest; - The extension of coverage for loan guarantee premiums to finance institutions other than the European Investment Fund; - The taking into account of environmental consequences among the projects selection criteria; - The strengthening of the financial coordination, management and control provisions. However, the Council preferred to make a general reference to the objectives referred to in Article 129b of the Treaty, rather than establish a hierarchy between the various objectives. It also deemed it preferable that the selection criteria concentrate on the financial aspects of the projects, leaving it to the general guidelines to define the technical selection criteria.
