The PHARE programme for cooperation with the countries of Central and Eastern Europe has published a booklet entitled "How to work with PHARE". The booklet aims to help those interested in discovering what the European Union's PHARE programme can - and cannot - do to involve them in the transformation of Central and Eastern Europe. In particular, the booklet sets out to explain: - How PHARE operates; - How it is organized in Central and Eastern Europe and in Brussels; - What the principal areas of activity are and of what they consist; - What the programme cycle is; - What steps there are in the process; - What roles each of the key players have; - What documents are needed at each stage of the process. The eligibility criteria, the contract procedures and the registration process are also explained.
