Green Paper on copyright and technological challenge: Ministers' Opinion
Conclusions of the Ministers for Culture meeting within the Council, of 7 June 1991, on copyright and neighbouring rights, refer to the Commission's "Green Paper on copyright and the technological challenge". The Ministers voice concern that completion of the single market should not threaten the rich cultural diversity of Europe; harmonization of copyright law (law which has a cultural dimension) should be implemented only where affecting the common market. The Commission's approach is welcomed and satisfaction is expressed at the clear will to seek a high level of protection for authors, artists and producers. Inter alia, the Ministers request that allowance be made for the effect of normative measures on the present holders of rights, inviting the Commission to study the conditions of the administration of these rights. In negotiations with third countries, cultural content of copyright should be considered. The Commission is invited to reinforce cooperation with the Council of Europe in this field.
