At its meeting of 29 March 1995, the Economic and Social Committee (ESC) adopted its opinion on the Commission's communication "Europe 2000+ - Cooperation for European territorial development" (OJ No C 287 of 4.11.1992). The communication lays the foundations for the framing of a European spatial development perspective, research work, pilot projects and the development of a European network of research institutes. The ESC welcomed the new approach set out in the communication, which incorporates some of the recommendations made by the Committee on the former communication "Europe 2000 - Outlook for the development of the Community's territory". This new approach reflects a growing awareness of the need for a cooperation-based spatial planning policy. The ESC recommended that the Committee on Spatial Development, which will draw up the European spatial development perspective, should provide a practical analysis of developments since 1989, reflecting the changes which have occurred in a number of spheres. The European spatial development perspective should be seen as a first step towards translating the principles and guidelines set out in the communication into concrete policy but should also detail the fields to be covered and propose a mechanism for guaranteeing that projects are consistent with it and that proper cooperation arrangements exist. The opinion also calls for the role of the Committee to be more clearly defined, and for its extension beyond the 1996 Intergovernmental Conference as an advisory committee.
