The European Commission, DG XVI, has published an open call for tenders for the supply of assistance in implementing its evaluation programme to assess regional policy operations undertaken under the European Regional Development Fund (ERDF) in objective 1 and 2 regions (as defined in Article 7 of Regulation No 4254/88, amended by Regulation No 2083/93). The European Commission is seeking the assistance of an international body to help it in implementing this evaluation programme. The successful body will be responsible for establishing and managing an intermediary support structure charged with the management and organization of the logistics of assessment initiatives, often horizontal in nature, to be undertaken by the Commission in fulfilment of its legislative obligations. The selection procedure will take particular account of the following: - Independence; - Knowledge of the structural, particularly regional, policies of the European Union; - Knowledge of assessment methods and techniques; - Expertise and experience in the management of complex transnational, national or regional operations, especially in the field of assessment.
