Contract award: Evaluation of Community policy for SMEs
On 27 April 1995, the European Commission, DG XXIII, published an invitation to tender for the production of an evaluation report on the Community's policy for companies, especially small- and medium-sized companies (SMEs). The Commission has now published a contract award notice concerning this invitation to tender. A total of 15 tenders were received. The contract was awarded on the basis of the following criteria: - Tenderer's experience and knowledge in the fields of: . Community action for SMEs; . Specific needs and characteristics of SMEs; . Evaluation of public programmes; - Quality of the personnel and organization, in particular: . Quality of the personnel actually responsible for carrying out the evaluation; . Work organization in the different evaluation phases; - Methodology, including general approach and choice of techniques.
