The European Commission has published an amended proposal for a Council Directive concerning integrated pollution and control (95/C 165/07). The proposed Directive would introduce comprehensive environmental assessment techniques for reviewing the environmental impact of large industrial installations, including provisions for the environmental licensing of certain industrial operations. The present amendments extend and clarify a number of provisions of the original proposal. In particular, they expand on areas in which Member States may take more stringent measures than those foreseen in the Directive, including: - The definition of areas requiring special protection and the consequent prohibition of certain installations in these areas; - The use of economic instruments where appropriate; - The extension of the provisions of the Directive to categories of installations not presently covered; - The extension of the Directive's list of polluting substances. It is also specified that companies may charge for supplying information required under the provisions of the Directive on the condition that such charges are reasonable and do not exceed the cost of the administration required to supply the information.
