The European Commission has published its amended proposal for a European Parliament and Council Decision laying down a series of guidelines on trans-European energy networks (OJ No C 72 of 10.3.1994 p. 10).

The main amendments include:

- Specific reference to the Treaty on the European Energy Charter and its influence on relations with third countries in this area;
- Emphasis on the need to encourage both the rational production, distribution and utilization of energy resources and the enhancement of renewable resources;
- Greater emphasis on environmental concerns;
- Reference to the need for a common energy strategy which specifies not only the main criteria and objectives of the European Community in this field but also, and in particular, the conditions for the liberalization of the market in energy products.
