The Commission has published a proposal for a Council Decision concerning its activities in the field of employment. The Commission proposes the creation of a Community action scheme for analysis, research, cooperation and action in the field of employment, to be known under the acronym ESSEN, to be implemented during the period 1 January 1996 to 31 December 2000. The objective of ESSEN will be to establish a new approach to employment issues and create a platform for the exchange of relevant experience and information. Under the terms of the proposal, the Commission would be allowed to provide financial support for the following activities: - The establishment of permanent systems for observing, monitoring and exchanging information which would improve knowledge of the employment market; - The provision of methodological and technical support for projects identifying and transferring best practice information; - The implementation of any initiatives likely to encourage the broad dissemination of relevant information and studies. Participation in this scheme would also be open, in part, to the countries of the European Economic Area, the countries of Central and Eastern Europe, Cyprus, Malta and certain Mediterranean countries.
