The European Commission, DG V, has published an open invitation to tender for consultancy services in support of its "High Level Group of Experts on Social and Societal Aspects of the Information Society". This group was created by the Commission under its Action Plan "Europe's Way to the Information Society" (COM(94)347 final). Its role is to advise on the problems to be considered and the appropriate measures to be elaborated with regard to the social and societal implications of the Information Society. The work of this group will be based on six priority themes outlined in the Commission's report to the Essen Council (SEC(95)278/7). These are: - Impact, qualitative and quantitative, of the introduction of new information and communication technologies on employment, and conditions for optimal exploitation of new sources of employment linked to technological progress; - Impact of new technologies on work organization (flexible enterprise, teleworking) and potential consequences on social legislation (labour law, social security, including health and safety at work); - Consequences of the Information Society on the cohesion of Europe's regions and towns; - Opportunities offered by new technologies for adaptation of education systems to the needs of theInformation Society; - Opportunities offered by new technologies for improving management of systems devoted to healthcare and quality of medical care; - Opportunities offered by new technologies for improving the labour market situation and developing human resources. The particular tasks covered by this invitation to tender are as follows: - To provide, on a systematic basis, background material (statistics, studies, reports, etc.) for the tasks of the High Level Expert Group, covering all the Member States of the Union and, to a lesser degree, the US and Japan; - To provide analytical memos covering all the areas falling within the mandate of the High Level Expert Group; - To provide editorial support to the reports to be produced by the High Level Expert Group. This will include a preliminary report (+/- 200 pages) and a final report (+/- 300 pages) to be produced in English, French and German; - To provide analysis of various sources of information (results of consultations with different actors, conference reports and information received from other European and international institutions) with a view to the preparation of a Green Paper and, subsequently, of a White Paper/Rolling Action Plan in this area.
